Monsters Outside the Train While Brooches Risk the Hull

We are on a train. Traveling through a barren landscape. Desert like. There are monsters outside. Inside the train, there is a very tightly controlled community. They control what you wear. You can't wear brooches or earrings. Because they could cause a rupture in the hull and death. Despite that, people seem to turn a blind eye to those who are breaking the rules, despite the very severe consequences. Why? I along with many others witness infractions. It makes me angry. Why are we on this train? How did we get here? How did these communities norms develop? Where is the train heading?
